Discussion between Vietnam Ambassadors and General Consuls, just assigned to work in foreign countries and leaders of Southern provinces and cities
On the morning of September 24th, 2020 in Thu Dau Mot city, Binh Duong province, the Ministry of Foreign Affairs in collaboration with Binh Duong Provincial People's Committee held a discussion between Vietnam Ambassadors and General Consuls who have just been assigned to have their business in the foreign countries for the 2020-2023 term with the People's Committees of Southern provinces, cities, business associations and enterprises in the region. Attending the meeting, in terms of the Ministry of Foreign Affairs there were Mr. Bui Thanh Son - Member of the Central Party Committee, First Vice Minister; Mr. Dang Minh Khoi - Vice Minister and 31 Ambassadors and General Consular who have just been nominated for the term 2020-2023 in the foreign countries. In terms of provinces and cities there were Mr. Tran Van Nam - Member of the Central Party Committee, Secretary of Binh Duong Party Committee; leaders of the People's Committees of Binh Duong, Ba Ria - Vung Tau, Binh Phuoc, Dong Nai, Tay Ninh, An Giang, Bac Lieu, Ben Tre, Ca Mau, Can Tho, Dong Thap, Hau Giang, Kien Giang, Long An, Soc Trang, Tien Giang, Tra Vinh and Vinh Long; together with representatives of the business associations and enterprises in the Southern area.
Speaking at the opening of the discussion, Mr. Bui Thanh Son - First Vice Minister of Ministry of Foreign Affairs emphasized that in recent years the country's foreign affairs have been actively, effectively and consistently implemented from central to local levels, contributing to enhancing Vietnam's position, opening up new opportunities for cooperation, creating conditions for the country's socio-economic development as well as of all localities. The success of the national foreign affairs and international integration recently, thanks in part to the good attention and direction of local leaders for local foreign affairs; the close coordination between localities throughout the country and the Ministry of Foreign Affairs and the other ministries and central branches to carry out the tasks of foreign affairs and international integration in the localities, has contributed to maintaining a peaceful and stable environment, conserving independence, sovereignty, territorial integrity, creating conditions for socio-economic development of the country.
For many years, the Ministry of Foreign Affairs has been actively accompanying localities to strengthen the international integration, serving socio-economic development; and a network of 94 Vietnamese representative agencies around the world have also played an important role in this work. Vice Minister affirmed that Ambassadors and General Consuls in the foreign countries, who have just been nominated this time, are officials with many years of working experience in foreign affairs, enthusiasm for localities. In the past years, before going abroad, the Ministry of Foreign Affairs well organized the practical research trips for the Delegation of Chief Representatives to go directly to provinces and cities throughout the country, listen to proposals and requests of localities and based on that to set up the effective and practical action plans during their working term in other countries. In the opposite direction, through direct contact, localities and businesses have conditions to provide more necessary information or make recommendations and proposals to Ambassadors and General Consuls to support localities to have more opportunities to connect, attract foreign direct investment, promoting trade and tourism, establishing cooperation relationships with outside parties, to serve the socio-economic development of their localities and agencies.
Speaking at the discussion, Mr. Tran Van Nam - Secretary of Binh Duong Provincial Party Committee said that the Southern Key Economic Zone and Mekong delta provinces consist of 19 provinces and cities with an area of about 64,000 km2, a population of about 34.5 million people. Currently, the region contributes about 33% of GDP, more than 53% of the country's exports; the proportion of industry accounted for 62.8% in the general industrial structure and the average economic growth was 1.2-1.4 times higher than the whole country. Duong and other localities in the South to share their potentials and strengths; at the same time, propose specific recommendations to Ambassadors and General Consuls of Vietnam in the foreign countries, contributing to strengthen cooperation, link, actively promote advantages and internal forces, and promote investment attraction in the region. According to the report of the Foreign Investment Department, Ministry of Planning and Investment, as of August 15th, 2020, the Southern provinces and cities have attracted a total of 18,189 FDI projects with a total capital of USD 185.69 billion (accounting for 69.9% of the total FDI of the whole country).
In addition to these two statements, at the discussion session, leaders of the People's Committees of Southern provinces and cities exchanged and proposed the Ministry of Foreign Affairs, Ambassadors and General Consuls to continue to strengthen support for localities in fortifying and developing cooperation relationships with Vietnamese diplomatic missions in the foreign countries, the foreign diplomatic missions in Vietnam and international organizations. Thereby, helping localities introduce and connect with foreign enterprises which have capacity to invest in the fields of industry, high-tech agriculture, clean energy, aquaculture, livestock, food processing, education - training, human resources development... Receiving the proposals of localities, Ambassadors and General Consuls keep promise to accompany and support localities and businesses in the South in connecting, introducing, promoting potential, attracting investment, promoting national integration for local socio-economic development in the coming time.
Speaking at the conclusion of the discussion, First Vice Minister Bui Thanh Son highly appreciated the comments presented at the discussion and said that in the context of complicated fluctuations of the political situation, security, epidemic... in the world and the region, Viet Nam should continue to promote solutions of deeper international economic cooperation with innovative, open and well-ventilated mechanisms and policies and well ensuring the political security and social order and safety, especially effective prevention of Covid-19 epidemic to create confidence for investors and implement dual objectives as directed by the Central government. The First Vice Minister also asked the Ambassadors, General Consuls as well as the Department of Foreign Affairs of the Ministry of Foreign Affairs to note the recommendations presented by localities in the South in order to have specific support plans for each locality and pay attention in connecting as soon as meeting good partners and having appropriate opportunities./.
