Recently, during the time of cooperation between the Center for Foreign Service - Department of Foreign Affairs of Tien Giang (FSC TG) and Center for Foreign Service and International Conference - Department of Foreign Affairs of Ho Chi Minh City (FSC HCM), the two Centers realize that there are many similarities in their functions and tasks and they can support each other in terms of resources, contributing to their mutual development. In order to formalize and further tighten this cooperation, the two sides signed a Memorandum of Understanding on the morning of July 29th, 2020 at Ho Chi Minh city Department of Foreign Affairs.
Attending the ceremony, from the Department of Foreign Affairs of Ho Chi Minh City (HCMC), there were Mr. Le Quang Long, Member of the City Party Committee, the Department Director, Ms. Pham Tran Thanh Thao, Apprentice Deputy Director of the Department, Head of Diplomatic Protocol Division; Mr. Le Truong Duy, Director of FSC HCM; Mr. Mai Anh Thai - Deputy Director of FSC HCM, Ms. Do Thi Anh Nguyet, Deputy Director of FSC HCM and their staff. From Tien Giang Department of Foreign Affairs, there were Mr. Luu Van Phi - the Department Director; Mr. Nguyen Van Cong - the Department Deputy Director, who is also in charge of FSC TG; Ms. Luong Ngoc Dung - Head of Division of Consular Affairs and Overseas Vietnamese, who is in charge of the professional activities of FSC TG and its staff.
For Tien Giang, signing of the agreement between FSC HCM and FSC TG is an important basis for the two sides to promote their diplomatic roles and activities served for economic and cultural development in the province, such as: advising and planning diplomatic activities for economic and cultural development of the province; organizing business trips for market research, learning real experiences, promoting domestic and international investment, trade and tourism promotion served for the provincial authorities, businesses, individuals and organizations having request; surveying potential markets, introducing the provincial image and products in order to boost its export to foreign markets; organizing short-term and long-term training courses on foreign relations skills, diplomatic protocol, international integration, etc. for the provincial businesses, individuals and organizations; providing services of verifying the legal status and financial capacity of individuals and organizations inside and outside Vietnam; advising and supporting matters related to foreign investment and international trade; providing translation services, supporting the application for consular legalization/certification, immigration (visa), temporary residence card, work permit, passport and other foreign-related services; organizing seminars, conferences, exhibitions, economic and cultural diplomatic events, especially international-related events (political, commercial, investment, tourism, etc.); sending trained and untrained workers abroad to study and work in order to improve their lives, knowledge and skills and help them gain access to advanced markets to serve the provincial development after they come back.
Adressing at the ceremony, Mr. Le Quang Long expressed his delight and support for signing the agreement. He also appreciated FSC HCM for being very dynamic and creative, making practical contribution to promoting economic diplomacy and cultural diplomacy in Ho Chi Minh City and southern provinces and for its increasingly expanded activity scope. He also said, in the past 3-4 years, FSC HCM has well supported these provinces in planning business trips abroad for their authorities; organizing activities to promote Vietnamese goods in other countries, at the same time, brought activities of economic and cultural diplomacy with international partners to these localities. The agreement also contributes to the implementation of diplomatic activities for economic development in Tien Giang province and of the Prime Minister's scheme No 1797 on mobilizing overseas Vietnamese to participate in the introduction and consumption of Vietnamese products and development of their distribution channels abroad for the period of 2020-2024.
Speaking at the ceremony, Mr. Luu Van Phi expressed his happiness when the two centers signed this agreement to support each other in implementing foreign-related activities for socio-economic development of the 02 localities; and he affirmed that the workforce in foreign affairs of Tien Giang province is not professional as expected, while the requirements of international integration is increasingly high by times, so the cooperation with FSC HCM will be an opportunity for FSC TG to diversify its foreign-related services, contributing to attracting investment, expanding the province's cooperation with regional and international partners and make it more effective. The cooperation will help boost and concretize the external-related activities for economic and cultural development of the province in the upcoming time.
The ceremony took place successfully, answering the expectation and determination of both sides. It can be said to mark an important milestone in the cooperation between the two centers and hopefully, in the upcoming time, they will utilize each other's resources to deepen the cooperation content and have more practical activities and outstanding achievements in foreign affairs to fulfill their functions and tasks based on their agreement./.
